Fifth Joint Monitoring and Review Committee

The JMRC and Forest Partnership meeting was convened in Georgetown, Guyana, on 10 December 2025. This fifth JMRC and fourth Forest Partnership meeting was chaired by the Hon. Vickram Bharrat, Minister of Natural Resources of Guyana, and Mr Luca Pierantoni, Ambassador and Head of the EU Delegation to Guyana.

The Technical Committee of the JMRC, hereinafter referred to as the “Technical Committee,” convened on 08 and 09 December 2025 between the EU and Guyana (hereinafter, the “Parties”). Commissioner Edward Goberdhan co-chaired it for Guyana, alongside Mr Joan Nadal Sastre, Head of Cooperation for the EU, with the participation of the VPA stakeholder observers. Other Guyana government representatives, EU officials, and VPA stakeholder observers attended. The Technical Committee’s conclusions are captured in this Aide Mémoire.

The Parties committed to making the Aide Mémoire, supporting documents, and presentations public.

The Parties agreed on the meeting agenda and on drafting this Aide Mémoire for the fifth JMRC.
