The following organizations and initiatives support the Implementation of the Guyana Timber Legality Assurance System (GTLAS). Support includes facilitating activities within the Joint Implementation Framework (JIF) through technical and financial assistance.
The Inter-American Institute for Cooperation on Agriculture (IICA) supports the FLEGT Joint Implementation Framework and contributes to developing a Green Economy in Guyana. Specifically, IICA supports the GFC and the forestry stakeholders in implementing the necessary regulatory changes, system audits and joint evaluation to achieve the FLEGT license system.

The Agence Française de Développement (AFD), through an EU-funds delegation and via OCA Global Consulting and Technical Advisory Services S.L.U (OCA Global), provides operational support to Guyana during its VPA implementation phase.
OCA Global supports Guyana’s VPA implementation under the EU FLEGT VPA Programme coordinated by AFD. This programme aims to promote sustainable forest management and curb illegal logging through targeted country-level and local stakeholder initiatives. The EU FLEGT VPA Programme operates in three key areas:
Through its expertise, OCA Global reinforces these efforts through operational, including financial and technical, support to the Guyana-EU FLEGT Secretariat. Its primary objective is to strengthen forest governance and law enforcement, ensuring the effective implementation of the VPA and the sustainable management of forest resources.
The French Development Agency (AFD) works to combat poverty and promote sustainable development by financing, supporting and accelerating shifts to create a more just and sustainable world. AFD supports the EU by establishing an architecture for European aid to increase the effectiveness of actions. All efforts by the AFD contribute to France’s commitment to the Sustainable Development Goals (SDGs). Within this framework, AFD coordinates the EU FLEGT VPA Programme.
The European Forest Institute Technical Assistance Project (EFITAP) Guyana supports the Government of Guyana to implement a range of forest governance reforms framed in the Guyana-EU VPA. Supported by the UK’s Foreign, Commonwealth and Development Office (FCDO), EFITAP focuses on aspects of:
EFI will help the Government prepare for implementation of the VPA in the initial phase of the JIF via six outcomes. Building on the JIF strategic tasks and relevant outputs, the project will deliver key results through support start-up actions within the following outcomes:
The Food and Agriculture Organization-European Union (FAO-EU) FLEGT Programme supports the implementation of the EU FLEGT Action Plan by assisting stakeholders. The Programme falls under FAO’s Strategic Objective Four: Enable inclusive and efficient agricultural and food systems. Phase III of the Programme is operational until 2021.
The Programme’s specific objective is to tackle illegal logging, promote trade in legal timber products and ultimately contribute to sustainable forest management (SFM) and poverty reduction. As such, it works to achieve the following outcomes:
The World Resources Institute (WRI) contributes to global forest concession monitoring and the fight against illegal logging by providing VPA countries with the input and support necessary to provide their stakeholders with valuable information that helps in decision-making, forest protection and forest management.
WRI aims to build and strengthen stakeholder capacity to help achieve the objectives of the FLEGT VPA during its implementation and beyond.
